Puppy farm opponents say code too lax

Anti-puppy farm campaigners have criticised the Department of Primary Industries' code of practice that covers dog breeding facilities.

The group Oscar's Law will today address a Victorian Civil and Administrative Tribunal hearing into an application for a puppy farm at Ballan, east of Ballarat.

The Moorabool Council last year refused planning approval for the project that would house 100 adult dogs.

The group's Debra Tranter says the rules are not tough enough.

"There's nothing in the code of practice that states dogs have to be supplied with bedding ... and you can imagine what that's like over winter," she said.

"There's also no staff to dog ratio, so you can apply to have a puppy farm, as in this application, they want 100 adult dogs plus puppies but no staff."
